To the Press:

Dean Stout has been appointed a Major in the United States Reserve Army. The papers are at liberty to give this such publicity as they see fit when the information has been announced from Washington or when Dean Stout releases it. Dean Stout signed the acceptance of the commission took the oath of allegiance yesterday and mailed the papers to Washington. It is presumed that the announcement will be made in a circular of appointments or promotions issued by the War Department in the near future. It is a matter of indifference to me how the enclosed copy is used. It may be the basis for a "story" or it may be prepared by your staff. It may be printed anonymously or my name can be attached to it. I am not seeking any personal publicity in matters connected with the war.
