"Community responsibility, inherent in those of Japanese lineage, had contributed to the maintenance of a high moral standard in our society. At Tanforan, where the population is wholly Japanese, it is increasingly important that this standard be maintained.
" With the authority of Chief of Police Jerry Easterbrooks, a committee of religious workers has been organized to aid and foster the welfare of the people at Tanforan.
" The committee greatly desires to see each individual in the Center take the responsibility of keeping the moral and spiritual standard irreproachable. May we count on the citizenship and civic pride of the residents to do so.":
