In the time line to the Chicano Studies program at the University it makes sense that it would be circa 1972. The committee changed from advising the President to advising the chancellor in 1972. Also, in the fall of 1972 Professor Grajeda alludes to this document in a letter to Chancellor Zumberge (click on thumbnail to enlarge image).

CHANCELLOR’S ADVISORY COMMITTEE
ON MEXICAN-AMERICAN AFFAIRS

Purpose: The Advisory Committee on Mexican-American affairs will serve in an advisory capacity to the Chancellor of the University of Nebraska-Lincoln on all matters concerning the Mexican-American community and other Spanish speaking people.

The Committee will address itself to problems in areas of academic, social, economic and general welfare that directly or indirectly effect [sic] the people it represents.

The Committee may also be called upon to assist the Chancellor in seeking solutions to administrative problems dealing with performing or fulfilling tasks advantageous to the improvement of the Mexican-American community.

Composition: The Advisory Committee on Mexican-American affairs will be composed of Chancellor appointed Mexican-American representatives from three segments: (1) University staff and faculty, (2) Student body (which includes both graduate and undergraduate students), and (3) the community. Recommendations for appointees to the Advisory Committee will be submitted to the Chancellor by the Chancellor’s Advisory committee on Mexican-American affairs.

Each of the three segments will have four (4) representatives who will represent the Mexican-American or other Spanish speaking people in that particular segment.

Ex-officio members may be selected to participate in the advisory activities and meetings at the request of the Chancellor or the Advisory committee. However, ex-officio members will not have voting privileges.

Structure: the Advisory Committee on Mexican-American affairs will consist of twelve regularly appointed members. Officers: four members of the Advisory Committee will be selected as officers of the committee. The officers are: Chairman, vice-Chairman, Secretary, and Parliamentarian.

Selection of Officers: (Suggestion #1) Each of the four officers will be elected positions. Election of officers will be by three-fourths majority of the quorum.
(Suggestion #2) The office of the Chairman will be the only elected office within the Committee. The offices of the Vice-Chairman, Secretary, and Parliamentarian will be appointed by the Chairman.
